湛江是“一带一路”海上合作支点城市，被定位为省域副中心城市，目前正加快打造现代化沿海经济带重要发展极,对外交流与合作日益频繁，拥有18个国际友城和国际友好交流城市。来自不同国家和地区、具有不同文化、不同肤色、不同宗教背景的人们在湛江长期工作和生活，和睦相处。

　　新冠肺炎疫情发生以来，在习近平总书记的领导下，湛江市坚决贯彻党中央、国务院的决策部署，根据省委、省政府的工作要求，始终把在湛人员的生命安全和身体健康摆在第一位，依法、科学、有序开展疫情防控工作，勠力同心、共抗疫情，经过不懈努力，疫情防控持续向好态势不断拓展。在此过程中，我们得到了外国驻穗总领馆、国际友城、民间组织以及社会各界人士的关心和支持，更加坚定了我们战胜疫情的信心和决心。

　　当前，“外防输入、内防反弹”的压力仍然很大，为保障在湛中外人士的生命安全和身体健康，需要大家团结协作、携手应对、共同努力，才能共克时艰，战胜疫情。为此，我们谨向在湛的中外人士特别提示：

　　1.湛江市采取了全面、严格、彻底的防控举措，依法依规、严格执行无差别的健康服务管理措施，对所有在湛的中外人士一视同仁，并反对任何针对特定人群的差异性做法，对歧视性言行零容忍。

　　2.为有效防控传染病传播，根据中国有关法律法规，所有在湛中外人士均有义务配合实施防疫抗疫措施，违反法律法规将承担相应的法律责任。

　　3.各单位应严格落实疫情防控主体责任，加强员工日常健康管理，做好进出人员体温检测和健康登记，加强室内通风和环境清洁消毒。

　　4.所有在湛人员应继续坚持戴口罩、少聚集，保持勤洗手、常清洁的良好卫生习惯，做好个人防护。提倡绿色出行，搭乘公共交通工具时尽量减少交谈，保持适当间距，减少感染风险。鼓励使用“湛江健康码”或“粤康码”等自主进行健康申报。

　　5.坚持人文关怀，在实施疫情防控措施和健康管理服务时，充分考虑中外人士的合理关切，提供必要的保障和服务，切实保障合法权益。

　　6.任何单位和个人不得因国籍、种族、性别、肤色等原因限制或拒绝特定人群入住旅店、租住房屋，以及出入社区、商场、公园等公共场所。

　　7.任何单位和个人不得因国籍、种族、性别、肤色等原因限制或拒绝特定人群搭乘公交车、出租车等公共交通工具；不得拒绝对特定人群提供理发、购物、餐饮等日常生活服务。

　　8.任何单位和个人不得因国籍、种族、性别、肤色等原因对特定人群前往医疗机构就医采取区别对待和歧视性做法。

　　9.在此疫情防控的特殊时期，请所有在湛人员通过权威媒体渠道了解疫情防控信息，理性看待、正确判断，保持理性，明辨是非。

　　10.如需反映涉疫情防控的合理诉求，所有在湛人员可拨打12345咨询服务热线，在湛外国人亦可拨打1258088多语种咨询服务热线。

In Solidarity We Shall Win the Battle Against COVID-19

--- A Letter to Everyone in Zhanjiang

　　Zhanjiang is one of the “Belt and Road” initiative maritime cooperation pivot cities and is positioned as a Guangdong Provincial Sub-Center City. It is currently accelerating the development of an important growth pole in the modern coastal economic belt. With 18 international friendly cities and international friendly communicative cities, its foreign exchanges and cooperation are becoming more and more frequent.People from different countries and regions, different cultures, of different colors, with different religious beliefs have settled in Zhanjiang for entrepreneurship or residence, living in harmony with each other.

　　Under the strong leadership of General Secretary Xi Jinping, Zhanjiang has been implementing with firm resolve the strategic decisions of the Central Committee of the Communist Party of China and the State Council since the outbreak of COVID-19, and adhering to the requirements of Guangdong Provincial Committee of the Communist Party of China and Guangdong Provincial People’s Government. Taking the safety and health of everyone in Zhanjiang as our top priority, we have tried our best to ensure effective and orderly implementation of COVID-19 prevention and control measures based on science and law. People in Zhanjiang have all worked together in this fight. Through unremitting efforts, positive trend in preventing and controlling COVID-19 has been constantly consolidated and expanded. In this process, we have received tremendous supports from consulates general in Guangzhou, international friendly cities, NGOs and friendly people from all sectors, which have further strengthened our confidence and determination to overcome the pandemic.

　　At present, we are still faced with great pressure of guarding against imported cases and domestic resurgence. For the safety and health of Chinese and foreign nationals in Zhanjiang, it is necessary for us to work together and spare no effort in building stronger defense against COVID-19. Only by unity and cooperation can we win this battle. Therefore, we would like to remind everyone in Zhanjiang of the following:

　　1. Zhanjiang has taken comprehensive, strict and thorough prevention and control measures, and has strictly applied undifferentiated health management service to both Chinese and foreign nationals in Zhanjiang in accordance with laws and regulations. All foreign nationals in Zhanjiang are treated equally, and firmly oppose any discriminatory practice against specific individual or group, and allow zero tolerance for discriminatory remarks and deeds.

　　2. All Chinese and foreign nationals in Zhanjiang are obliged to cooperate with governments at all levels and relevant departments to implement prevention and control measures according to Chinese laws and regulations. Those who violate the laws or regulations shall be held accountable.

　　3. All public organizations should strictly fulfill their obligations and make sure responsible persons are held accountable. Regular health administration measures for employees must be strengthened. Body temperature must be taken and health information must be registered for people going in and out of the offices. Rooms should be properly ventilated. All spaces should be properly disinfected.

　　4. All people in Zhanjiang should continue to keep a mask on, cut off group activities, wash hands frequently, and pay extra attention to personal hygiene. Everyone is encouraged to use eco-friendly transport means. When using public transport, people should try to avoid conversations and keep a safe distance from others to reduce transmission risks. It is encouraged to voluntarily provide updates on their health status via Zhanjiang Health Code or Yuekang Code. 

　　5. Humanistic care is provided when implementing epidemic prevention and control measures and offering health management service. We give full consideration to reasonable concerns of Chinese and foreign nationals and provide necessary guarantee and assistance to effectively protect their legitimate rights and interests.

　　6. Any organization or individual shall not restrict or refuse providing hotel accommodation and renting houses to any specific group of people because of their nationality, race, gender or skin color. Nor should they be denied free access to such public venues as local communities, shops and parks.

　　7. Any organization or individual shall not restrict or turn away any specific group of people from taking buses, taxis or other public transportation because of their nationality, race, gender or skin color, and shall not refuse to provide daily services including hair cutting, shopping and catering for them.

　　8. Any organization or individual shall not apply differentiated treatment or discriminatory practices to any specific group of people because of their nationality, race, gender or skin color when they are seeking medical care in medical institutions.

　　9. In this special period of time, we encourage all the people in Zhanjiang to obtain the latest information concerning epidemic prevention and control from authoritative sources, and to maintain a rational and objective attitude.

　　10. Everyone inZhanjiang can call the 12345 service hot line when you have any reasonable request concerning epidemic prevention and control, and also the foreign nationals in Zhanjiang can call 1258088 multilingual service hot line.  

　　We firmly believe that with the joint efforts of all people in Zhajiang, we will be able to win the battle against COVID-19! Let us join hands to build a better future!
